Resolved Question: Why does it cost $207 just to pay off a headlight violation in yolo county CA?

So my bf and I got pulled over for not having his headlights on at night. few weeks later we then received a letter saying that we owe $207. Someone please tell me why we got fine for $207 just for forgetting to turn on the headlights. side note: my insurance proof in the car was expired and i didnt have the updated proof with me. Is that why its soo high? is there a way that i can actually have the bail amount lower? i looked around the internet about how much it should cost for headlight violation and people said that it should cost about around 150 but im looking at my bail amount which is way more than what people said that it should be.
